NCDHP Statement on Reforming Licensing Questions
NCDHP supports licensure and credentialing application reform through the elimination of overly broad and invasive questions that are stigmatizing, discriminatory, and that violate privacy in the workplace - and may even violate the Americans with Disabilities Act (ADA).
The Council recognizes that a one-size-fits-all solution may not be possible for all state dental boards. Boards have varying degrees of autonomy and different legislative structures and may also have members who are reluctant to adopt one approach at the expense of another that they feel holds promise.
NCDHP suggests a tiered approach proposed by the Federation of State Medical Boards (FSMB) which includes three different approaches, each with its own benefits in terms of removal of barriers to treatment seeking:
Health Notice
"The Board recognizes that licensees may struggle with health concerns, just like their patients, including mental health conditions, physical disabilities, and substance use disorders, which may impact practice.
The Board expects its licensees to properly address health concerns by seeking medical care, and/or limiting their practice, when appropriate.
The Board encourages licensees to utilize its practitioner health programs when the symptoms of a health concern may have the potential to impair the ability to practice. More information can be found here:
The inability of a licensee to meet the minimum standard of care as a result of inadequately addressing any health condition, which may impair their ability to practice with reasonable skill and safety to patients, could result in Board review.
*I have read and understand the statements above."

NCDHP is formulating guidelines to address the unique challenges faced by dentist health programs. Pending their publication, NCDHP recommends that programs review FSPHP guidelines for state physician health programs. Please check back regularly for updates.
